2026 Amnesty International UK anti-rights reports

In 2026, the United Kingdom’s national entity for Amnesty International released two reports which listed many prominent organizations engaged in anti-transgender activism in the United Kingdom:

Background

In 2025, Amnesty International UK published a similar report without incident.

The 2026 reports included a new “gender critical” category, with dozens of anti-transgender entities named.

Amnesty UK’s Like a Snowball report shared these key findings:

  • “Between January 2020 and April 2025, media coverage of issues about trans people has been excessively high compared to the size of the trans population, their role in society, and public interest in these topics.
  • Across the four outlets, a total of 17,000 articles were published between January 2020 and April 2025, an average of 264 articles per month, or 9 per day.
  • Most media reports about trans people have a negative sentiment, while trans people are hardly seen in stories. When they do appear, it is as criminals or murder victims.
  • For each year analysed, the UK Prime Minister, the leader of the opposition, and the Scottish First Minister appear consistently, suggesting that issues of ‘sex’ and ‘gender’ have been elevated to top political priorities.
  • Since 2017, a diverse and coordinated GC movement has appeared in the UK. Of the 51 organisations Amnesty International UK mapped, only 3 were established before 2017.
  • Except for three registered charities, Sex Matters, FiLiA and LGB Alliance, well over half of the groups mapped are informal (32), followed by registered companies (17, one of which is now dissolved).
  • Analysis of available accounts for FiLiA, Sex Matters and LGB Alliance for the financial years 2019 to 2024 shows a combined expenditure of £3.6 million.”

Amnesty UK’s A Growing Threat report shared these key findings:

  • “An organised anti-rights movement targeting the rights of women and LGBT+ people is growing in the UK. Over 60% of the organisations mapped have emerged since 2017, the vast majority gender critical organisations.
  • Out of the sample of 117 organisations mapped, 37 have spent over £144 million between 2019 and 2024, an increase of 47%.
  • One in three of the organisations mapped are registered charities, this means they can apply for institutional funding and may be eligible for ‘Gift Aid’ – a scheme enabling registered charities to reclaim tax on donations.
  • The biggest spenders are ultra-conservative Christian policy and advocacy organisations (£46.7 million), followed by UK branches of US groups (£43.9 million) and anti-abortion organisations (£35.8 million).
  • Out of 117, 43 organisations appear to be based or headquartered outside of London. This suggests that anti-rights activity is geographically widespread and not concentrated in London. Even when actors have specific locations, they may be active beyond these on their own and/or in partnership with other actors in other locations.
  • There is evidence of crisis pregnancy centres receiving funding from the government as well as the National Lottery.”

Response

The report was immediately attacked by listed entities and their key people. In response, Amnesty International UK removed the July report pending internal review. After the July report was removed, anti-trans extremist J.K. Rowling posted on X: “Should any of the women’s organisations targeted by @AmnestyUK’s recent ‘anti-rights’ blacklist wish to take legal action, applications can be made to the JK Rowling Women’s Fund.”

An Amnesty International UK spokesperson told The Herald: “We regret that this briefing was uploaded to our website without going through the established internal review processes that are in place to ensure consistency, accuracy and alignment with Amnesty International UK’s positions. Its use of language does not reflect the position of Amnesty International UK which is why it was promptly removed. We remain committed to defending human rights, including both the rights of women and the rights of trans people.”

A spokesperson for Amnesty’s International Secretariat told The Herald: “This briefing was developed and published by Amnesty International UK (AI UK), one of 72 national entities in the Amnesty International movement. AI UK has since removed the briefing from its website and has initiated an internal review process. Amnesty’s International Secretariat was not involved in the development of this briefing and is awaiting the results of AI UK’s review. We support the decision to withdraw the report from AI UK’s website. Amnesty International conducts independent research and campaigns on human rights issues worldwide, and works alongside victims and communities on the frontlines of the struggle for dignity and justice. This work includes a long‑standing and explicit commitment to gender justice, including the rights of women, LGBTQI and trans people.”

On July 14, 2026, Early Day Motion 603 was tabled in the UK Parliament. Six Ministers signed in the following days: Tonia Antoniazzi (Labour), Tracy Gilbert (Labour), David Smith (Labour), Kirsteen Sullivan (Labour), Mary Glindon (Labour), and Jim Shannon (DUP). The motion called for:

  • Amnesty to withdraw the report
  • A formal public correction and apology acknowledging reputational damage
  • Recognition that gender-critical belief is protected under the Equality Act 2010
  • Recognition that organizing around sex-based rights and single-sex spaces is legitimate
  • Condemnation of Amnesty’s allegedly “unevidenced characterisations”
  • Protection for Amnesty staff with gender-critical beliefs to express those beliefs without bullying or harassment.

On July 31, 2026, Amnesty International UK formally retracted both reports and issued an apology which stated in part:

“Whilst we do not share the views of all these organisations, we recognise the concerns raised by those labelled as “anti-rights” in the document. To be clear: this labelling does not represent our institutional position, and we apologise for its inclusion.  In particular, we apologise to Beira’s Place and other groups, which we categorised as gender critical organisations, which we should not have collectively labelled as anti-rights.  We have also taken down an earlier more discursive briefing (entitled Like A Snowball) which also referenced a wide range of organisations.”

In a separate email to stakeholders, CEO Kerry Moscogiuri took a different tone, writing in part:

Amnesty International UK is deeply committed to our work on gender justice. We are committed to the rights of all women and all girls the world over who face multiple and increasing attempts to roll back their hard won rights. We are committed to the rights of all trans people, in the UK and globally, as their fundamental human rights, dignity and very existence comes [sic] under sustained attack.

Our commitment to the idea that all people should be safe from gender-based violence, oppression, discrimination and hatred remains emphatic and absolute.

It is my mission as CEO to defend the idea that rights belong equally to everyone, to build bridges and synergies in a world where divisions are becoming both deeper and more entrenched.

We know that this will be disappointing, frustrating and upsetting for our supporters, members and activists and for this, too, we apologise without reservation. We know that you champion and represent the organisation, put your trust in its outputs, and rightly have high expectations of our research and analysis. We commit to listening, learning from our mistakes, and ensuring AIUK remains a fearless champion for human rights and universal equality.

Starting in August 2026, Amnesty UK began efforts to remove online copies of the reports. The documents were excluded from Internet Archive, and other online copies were successfully subjected to removal under the US Digital Millennium Copyright Act (aka “DMCA takedowns”).

Anti-rights entities listed

The Amnesty UK report categorized the entities by one of seven types of anti-rights activism in which they primarily engage.

  • Anti-abortion
  • Branch of US group
  • Christian right policy/advocacy
  • Christian right professionals
  • Conversion practices
  • Gender critical
  • Other

The reports note these are not strict and mutually exclusive categories: “Organisations have been assigned to a specific category based on their main characteristic or specialism, but categories are not watertight. For example, the Christian Institute is classified as an ultra-conservative Christian policy and advocacy organisation, however, their focus encompasses abortion, trans rights, education as well as other issues. These entities must be understood as an ecosystem sharing values, goals, strategy and tactics and, for some of them, formal collaboration.”

Categories are reorganized below based on their relevance to this project. Three categories (Branch of US group, Other, and Anti-abortion) include groups that have not taken formal public positions on transgender topics.

Family Life International UK is incorrectly categorized: this Catholic anti-abortion group is not associated with US Protestant church Family Life International Ministries. The UK group does not specifically mention transgender topics.

Rachel’s Vineyard is an abortion regret group similar to ex-transgender regret groups, but it does not specifically mention transgender topics.

Other

Alive to the World is “a comprehensive programme of values education which supports relationships, sexual, and health education in a child-centred way.” Regarding transgender topics, they state their program “leaves it to schools and parents to decide when it is appropriate to teach the details about same-sex relationships and transgender issues. These sensitive topics touch closely upon parents’ beliefs and the ethos of the school.”

All-Party Parliamentary Pro-Life Group is a group of members of Parliament created “to provide a forum for discussion of pro-life issues including abortion, euthanasia and research upon the human embryo.”

Christians in Parliament All-Party Parliamentary Group is a group of members of Parliament created “to support Christians of all denominations and parties in their work in politics.”

Conservative Christian Fellowship was founded in 1990 by David Burrowes and Tim Montgomerie to serve as “the bridge between the Christian world and the Conservative Party.”

Natural Family Planning Teachers’ Association promotes natural family planning, a less-reliable form of contraception which involves “the observation and recording of the signs of fertility which lead to a knowledge of the current probability of conception [and] modification of sexual behaviour according to the aims of the couple.” It is promoted by most Catholic and many Protestant denominations.

Premier is a Christian media initiative “to help people encounter God through media and experience renewal.”

Anti-abortion
