Marian Rutigliano vs. transgender people

Marian Rutigliano is an American osteopath, environmental researcher, and anti-transgender extremist. Rutigliano has worked with anti-trans groups Heritage Foundation, Women’s Declaration International, and and Women’s Liberation Front (WoLF).

Background

Marian Christine Rutigliano was born on August 9, 1955. Rutigliano earned a degree in osteopathy from New York Institute of Technology in 1988. Rutigliano earned a master’s degree from Johns Hopkins University in 2007.

From 2009 to 2010, Rutigliano worked as a civil engineer researching stormwater issues for the American Society of Civil Engineers (ASCE) Environmental and Water Resources Institute (EWRI). In 2010, Rutigliano began working as an environmental health scientist at the US Environmental Protection Agency.

Anti-trans activism

In 2019, Rutigliano collaborated with the Heritage Foundation, a conservative group known for:

  • Opposing abortion rights and supporting Roe‘s reversal
  • Seeking to restrict or reverse FDA approval of mifepristone
  • Enforcing the Comstock Act against mailing abortion pills
  • Removing “reproductive health” language from federal programs
  • Shifting family-planning funding away from Planned Parenthood
  • Opposing the Paycheck Fairness Act
  • Downplaying discrimination as a cause of the gender pay gap
  • Opposing federal paid-leave mandates
  • Opposing the Equal Rights Amendment
  • Objecting to parts of Violence Against Women Act reauthorizations
  • Removing “gender equality” from federal documents
  • Emphasizing traditional married-family structures in policy
  • Opposing same-sex marriage and Obergefell
  • Supporting religious exemptions to decline same-sex weddings
  • Opposing the Equality Act
  • Removing sexual orientation and gender identity terms from federal rules and data

The reason Rutigliano is willing to overlook all of this is that Heritage Foundation shares Rutigliano’s unremitting contempt for trans and gender diverse people. Their shared goals include:

  • Defining sex as biological in law, including Title IX
  • Opposing gender-transition care for minors
  • Opposing transgender women in women’s sports
  • Opposing transgender military service
  • Describing “transgender ideology” as pornography that should be outlawed (Project 2025 foreword)

Starting in 2021, Rutigliano collaborated on many videos with members of Women’s Declaration International, often discussing books by radical feminist authors. Collaborators include Jo Brew, Kara Danksy, Marie-Josephe Devillers, Sheila Jeffreys, Lierre Keith, Katherine Kinney, Holly Lawford-Smith, Claudine Lee, Lauren Levey, Julia Long, Karla Mantilla, Elizabeth Miller, Caroline Norma, Iwona Rogwela, Eleanor Scott, Jocelynne Scutt, and Bronwyn Winter.
