Chan Kulatunga Moruzi is a Canadian psychologist and anti-transgender activist. Kulatunga-Moruzi is associated with anti-trans hate group Society for Evidence-Based Gender Medicine (SEGM) and the anti-trans think tank Macdonald-Laurier Institute.
Moruzi promotes the hypothetical anti-trans disease “rapid onset gender dysphoria.”
Moruzi has collaborated with Gordon Guyatt and “J. Cohn” on SEGM-funded research created as a pretext to banning trans healthcare for minors.

According to a biography on the defunct Learning 2.0 website:
My professional foray into education began when I completed a B.Ed the year following my undergraduate degree. Although I found the coursework enjoyable, I found it of little practical benefit when I began teaching. I was revisiting more of the concepts I learned about in my undergraduate psychology classes than the ideas I encountered during my B.Ed. This was particularly so when I was teaching struggling students at a large tutoring agency (to supplement my regular teaching).I became more and more interested in what I considered the divide between “theory and reality” and decided to explore this divide with graduate work. I completed a Master’s degree in teaching & educational assessment and then a Ph.D. in cognitive psychology. Much of what I present here is shaped by the lens I developed during this time on memory, concept formation and the nature of expertise; a lens that I find useful in my current teaching and consulting. Of course, it is also helpful for my own learning and guiding my children’s learning.

Chan Kulatunga Moruzi, MSc, PhD, is a consultant, a contributor to the Macdonald-Laurier Institute, and an independent scholar who focuses on adolescent mental health with a primary focus on gender dysphoria. She has participated in primary research, evidence reviews, knowledge translation, and policy development.

2022 HHS meeting
On April 25, 2022 Society for Evidence-Based Gender Medicine arranged a meeting with US government officials on healthcare for trans and gender diverse youth. Kulatunga-Moruzi was listed as an attendee.
In 2025, Moruzi was scheduled to speak with Ray Zhang on “Evidence Reviews for Puberty Blockers, Hormones, and Surgeries” (Ray Zhang and Chan Moruzi)” at the SEGM conference in Berlin.
In a 2025 article in Canadian Affairs, Kulatunga-Moruzi said via email:
- “The recommendations following any rigorous systematic review, [which] all basically say the same thing, [is that] we need to exercise caution.”
- “It is my hope that once the reviews are known, that medical organizations … will use them to develop evidence-based guidelines.”
- “[H]opefully with better dialogue with clinicians, with patients, with detransitioners, with families, we could come to a more informed approach. I think right now, there’s been little dialogue, and I don’t think that that’s helpful.”
