Josh Payne vs. transgender people

Josh Payne is an American lawyer and anti-transgender activist. Payne is a principal in Campbell Miller Payne, a lawfirm created to take lawsuits on behalf of ex-transgender activists.

Background

Joshua Kerry “Josh” Payne was born in April 1982. Payne earned a bachelor’s degree from The University of Alabama in 2004 and a law degree from Washington and Lee University School of Law in 2008. After working as an Associate at Lightfoot, Franklin & White from 2008 to 2011, Payne served as an Assistant Attorney General in the Office of the Alabama Attorney General. From 2012 to 2023, Payne was a partner in Spotswood Sansom & Sansbury LLC. In 2023, Payne left to co-found Campbell Miller Payne.

Payne is admitted to practice in Alabama and before the U.S. Supreme Court and the U.S. Courts of Appeals for the Sixth, Seventh, Ninth, Tenth, and Eleventh Circuits.

Payne is married to Julie E. (Moore) “Julie” Payne (born 1982).

Anti-transgender activism

In the first year of operation, Campbell Miller Payne received inquiries from about 60 people and moved forward with about a dozen cases.

In July 2025, Payne was a panelist at the 2025 US Federal Trade Commission anti-trans workshop.
