Naomi Passman is a British lawyer and anti-transgender activist. Passman co-founded anti-trans organization Sex Equality and Equity Network (SEEN) in the Civil Service and is an advisor to anti-trans group Sex Matters.
Background
Naomi Anne Passman was born in May 1959. Passman earned a law degree at the London School of Economics and Political Science in 1981. Passman served as a lawyer for various London local authorities from April 1993 to November 2001. In 2001, Passman joined the Department for Communities and Local Government. From 2009 to 2021, Passman served in the Department of Energy and Climate Change, rising to Head of Corporate Law and Renewables. From 2017 to 2021, Passman also became Head of European Programmes and Local Growth at the Department for Communities and Local Government. In 2021, Passman joined the Government Legal Department as a Senior Lawyer, later serving as Head of Growth, Integration and Grants.
Since 1993, Passman has served as Chair of the Board of Trustees of Redbridge Action Against Domestic Abuse, a charity providing accommodation and support for women and children experiencing domestic abuse. In 2017, Passman became a trustee of International Service UK.
Anti-trans activism
In 2024, Passman co-founded Sex Equality and Equity Network with Elspeth Duemmet Wrigley and Mark Holden.
In December 2024, Passman was announced as an advisor to Sex Matters. In that site’s profile, Passman stated:
“If we cannot accurately define what being a woman is, we cannot begin to provide the services that women and their children need. But more importantly, if we do not speak the truth on this matter, then we open the door to a world where deceptions of all kinds go unchallenged and truth loses all meaning. This can only lead to the disintegration of our democratic freedoms.”
